I think the i3 would be better, it's newer and though some Pentium 4's may be able to reach it's performance, it's a generally newer CPU and will be supported longer.

If I were you though, and you were building a budget build I would be going AMD, for example a FX6300.

I'd go with a haswell i3 4130 on a budget paired with a h81 motherboard and use the built in graphics to play stuff on 720p low-medium settings till you can buy a decent gpu like the gtx 750ti. Or an fx6300, but you need to pair it with a good motherboard. Alot of the AMD motherboards are crap that are below ~$90 so it'll actually cost more than the i3 setup. What's your budget and do you already have a gpu?

what types of games are you going to be playing?, and what graphical settings would you like to run those games? Depending on what your playing and what you expect to see you may not even need a quad core i7 or i5 or FX 6300 or what Have you. The i3 4130 or i3 4330 are great choices as you can play most games and do semi heavy workloads with these CPUs and get the very fast single-threaded performance, which is very noticeable in everyday usage if you used to a slower processor. Most games now don't even fully utilize a quad-core anyway but the i3 hyper-threading is great for multi-tasking and will probably be of use in future games. the Pentium G 3220 is a fast cheap processor but it does lack the hyper-threading and some instruction sets that i3,i5 an i7 use. The Pentium G 3220,3240 can still play games but you might have to upgrade sooner than with the i3. Also the MB is a god thing to keep in mind. I would opt for a H87 or Z87 chipset from Asus, Gigabyte, Asrock,..ect..ie:GIGABYTE GA-H87M-D3H..good for an upgrade as well. here is a video about the i3 4130 vs the i5 4670k https://www.youtube.com/watch?v=aXPK9doyMLg
