Phanteks PH-TC12DX Vs. CM Hyper 212 EVO

I will be overclocking my CPU when I finish my first build, what I don't know is which CPU Cooler to use, I will be using an H440 case with stock fans(BTW, are FN V2 Fans good for static pressure?), an Intel Core i5-4670K with an AsRock Z87 Extreme 3 motherboard.

Between the 2 the Phanteks is the better choice , but if you can get the Noctua.

I do think that the phantek is a nice choice too,better than the evo.

For the price/performance would i choose the next,
