Custom build, PSU clicking when trying to turn on

ok so basically my friend has been building my first custom pc, today when i went over with the CPU (intel i5 4670) to finish off the build as it was the last thing i needed to get, (bare in mind i bought the cpu second hand off ebay which was described as "2 months old with very very little use"

so the pc was all together and then we hooked it up to a plug to turn it on and when we pressed the power button on the case (Zalman z11 plus) the PSU (Corsair RM750) made like a click noise and nothing was happening, at first my friend thought there was something wrong with the PSU but it was brand new and then we noticed a green light was on the motherboard (Asus H87M-E) so power was getting around ?.... he then thought it was the Processor which could be causing this problem and that the CPU may be broken.

Can anyone please give me any advice on what they know and whether they know what the problem is for me to fix or even buy something else ?? many thanks
