Low CPU & GPU Usage = Low FPS

Hey!
I built my own computer near December last year, and I have been experiencing FPS issues since then with my Factory Overclocked GTX 670 (Mini) 2GB + Stock FX-6300 running on 3.5 GHz speed. I have around 3% - 5% CPU usage when not playing, but when I'm playing i have it below 50% like always. 40% usage on GPU when not playing. Same thing with GTX 670, It's like only 50%. I have unparked my other CPU cores with no help at all. I played DayZ and I get around 18 fps on Chernogorsk / Elektro, and in one of "JackFrags" videos had 7770 which ran 30 fps on Chernogorsk on the mod version and It had worse CPU than me, which is way more unstable then the standalone. In games like CS:GO I get around 140-250 fps which is quite a lot. In BF3 i get around 70-90 fps. Assassin's Creed Black Flag mostly unplayble cause of bad framerates. I really expect more from this card or maybe It's just my CPU? I can run Splinter Cell Blacklist fine. I would appreciate if someone would help me, so I can enjoy my gameplay with the money I had to earn to buy the parts, thank you!

AMD FX-6300 (Black Edition, Stock Speed @ 3.5 GHz)

8GB Hyper-X RAM (CL9, 1600MHz)

You can monitor the power supply and verify that it is performing according to it's specs. You can download the latest drivers.
You can try overclocking the GPU and memory. Apart from that it is a matter of optimizing your settings.

You sure it's safe to overclock anything in my computer? I heard my motherboard can't handle a lot, and GTX 670 is already factory overclocked. I have latest drivers on my graphics card and motherboard. I did some research of PSU monitoring and only found the calculator which is confusing.

Looking at hwinfo is the +12voltrail to low,look in the bios to see if that's really the case.If so rma the psu.

In simple words? Did you mean I go check the voltage in BIOS is it +12 volt? If so, where is it located?

The values of a psu can on a postive rails deviate for 5%,so for the +12voltrail would that be between 11.4<->12.6V,in hwinfo your value is between 10.277<->10.343 so way to low.

Yes go into the bios to see if it gives the same values there,Where it precisely is located i don't know but probably a "sytem" tab or something like that.
