How do I know if should run games at high or low?

Just run the game. Try different settings. At 1080, your can expect medium/high settings in most games with your build. More towards the medium side in some newer demanding games.

Searching for benchmarks, the i3 has hyperthreading so you shouldn't be bottlenecking that GPU, the GTX 650 Ti isn't a powerhouse, neither a weakling, you can search benchmarks of that card on youtube or google, also your RAM isn't that large (same as me) but i'm able to run demanding games on high settings (and i have an HD 7750, which is worse than ur 650 Ti)
