Why is my gtx760 getting such odd lagg?

So apparently my video card has fluctuating clock speeds. At some times it'll be around 1000, others it'll look like this http://puu.sh/8HyTt.jpg

My frames change a lot too, and while there is not sign of fps lagg, it's a sort of lagg that you feel.

Computer Specs:
Intel Core i5-4670K 3.4GHz Quad-Core Processor(not overclocked)
ASRock Z87 Extreme4 ATX LGA1150 Motherboard
G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory
Samsung 840 EVO 250GB 2.5" Solid State Disk
MSI GeForce GTX 760 2GB TWIN FROZR Video Card
Rosewill Hive 650W 80+ Bronze Certified Semi-Modular ATX Power Supply

This should destroy league of legends, yet I'm still feeling this sort of lagg.
I'm at a loss I can't run league on this new computer without headaches. Does anyone know what I should do/ how to fix?

Yea, stock coolers suck... Yet people will still argue with me over them being included in builds... I think yours had other issues, but still, never use stock coolers in a build that is going to be stressed.

1. Set V-Sync to "Adaptable" under Nvidia Control Panel 3D Display options.

2. Turn off HDMI Audio under "Set up digital audio" in the Nvidia Control Panel.

Both of those are known to fix video stuttering or "saccade" issues on some systems.
 
Monitor? Keyboard? Mouse? Internet speed? These are where lags come from - at your end of the internet anyway. They can also have server problems at the other end.

Have you checked if problems at LoL forums? 90 fps makes it seem like the card is working OK. Sometimes you get problems with games from their software or game client eg Steam

Okay I think I may have an idea of what's happening. Yesterday I took the windows experience index thing and got 7.6 on cpu and the rest 7.8 or 7.9.
Now I reran the test and everything stayed the same, but my cpu score dropped to 6.6. I think that may have to do with the problem...

It shouldn't be the monitor, I've tried it on multiple monitors. As for internet, I have no ping issues, as I get 50 stable ping.

I suggest that you don't set anything in your GPU control panel, and allow programs to control that... I've seen games that get really bad frame timing if you mess with settings in Nvidia control panel, even leaving them at default...

Don't monitor fps and the such... Keep the monitoring programs minimal. All that stuff sucks up CPU, and can result in poor frame timing.. What I do when I first get a game is monitor temps for the first play through, making sure nothing is out of wack, and then stop after that.



How do I know that doing the above affect performance? Because I installed games on both my, and my ol'ladys computer... Her computer is a (FX6300 / HD 7850 / 8gb ram) my computer specs are in my sig... I noticed that she was getting smoother game play, even at the same settings. I made the adjustment mentioned above, and it fixed those issues totally.

I normally play at 1080 full screen, but for the sake of screen shotting and reading the msi gaming app, I made it smaller.

Also, if this means anything, my fps was a stable 170 a few days ago, and as of recent hasn't reached near that.

My cpu usage doesn't reach more than half, but I am using stock cooler. I was going to put Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler in, but it made cable management difficult.

What charge it said is true, dropping a full point in the scale means something is really wrong, and i would test your part individually, rune some 3dmark tests and see if you get stable scores

Yea, keep a eye on that. You should not drop windows score at all. If you dropped from 7.6, to 6.6 you have a issue that needs addressing.

I've wanted to check cpu temps, but I don't know how? Any program I should use?

Okay, I don't mean to double post, but I think I may have fixed it. My cpu temps were reaching astronomical temperatures, so I looked at the heat sink, and it wasn't fastened well. I made sure to fasten it, and now I'm getting 280fps on league without of any of that weird lagg.

Also, I re ran my windows experience index and my cpu got 7.6 this time.

I think the problem was my cpu fan wasn't even spinning, and that it was throttling my cpu because it was overheating.

Nice man! Yea, always want to make sure that sucker is secured correctly...

About your monitoring temps question, "HWMonitor" is a good simple program that I use for daily usage. If I want to get more details, I use "HWiNFO64".

Yea I used realtemp 370, and it said my cpu temps were hitting like 212 F.

That's a scary number, which probably made my core clock lower. I hope it didn't damage the CPU too badly, but otherwise I ran a benchmark on League of Legends and got an average of 216fps at 1080p all maxed. Finally my 760 is putting in work :)

Okay I have an update: stock coolers still weren't operating well. I was reaching 60c on idle, and 95c on load. So I decided to try and install my 212evo fan, and while it took a good 3 hours, it has shown much better results. I have gotten around 30c idle and only 45c on load.

Lesson learned: avoid stock coolers if possible, I mean the evo was only $30 and it's given me about 30-50c lower temps.
