Can I take all of my components out of my current PC and install them into a new(larger) case? meaning, motherboard/processor, GPU, Hard drive etc. The only difference would be the case that contains it. If so, would i need a new windows license?

Yes, you can move your components to a new case. No, you would not need a new Windows license as it's tied to your motherboard.
