PC not booting up with dedicated GPU

I got the MSI R9 270 today, and I installed it in my computer. The card fans are running, the CPU fans are running, but the computer is not booting up. When I unplug the 6 pin connector and try restarting the computer, it works normal like before, but with the dedicated card, its not booting. My system specs are:- 500W PSU with dual 12v rails and 2x6 pin PCIe connectors, 8 GB ddr3 ram, 1 TB Hdd.
I tired disconnecting the card and installing the drivers from the disc, and rebooting the computer once again with the dedicated card. Still, the same problem persists. Would be glad if someone could sort this out.

I dont know the full system specs, but well, its an Intel core i5 3330 3.2 GHz Quad and a gigabyte MB. My friend has a similar system and runs this card without issues, but unfortunately, I haven't been able to contact him. The power supply is no doubt, not a good one:- VIP Gold 500w PSU; Dual 12v rails with 30 Amps output; 2x 6 Pin PCIe connectors.

if you can id try the psu and GPU is another system to narow the problem done but my guess is the psu just isnt putting out what is says.

Oh I am so damn sorry, I forgot to connect the monitor to the graphic card. So sorry! Now it's working fine!
