So I saw this article about "optical fiber" they are telling that this cable is extremely fast so on and so forth. So I have download speed about 14-25mb/s,upload 4-8mb/s and ping is around 120ms for youtube I would appreciate if someone can explain if this cable brings stable download and upload and faster ping or what? (sorry if there is some misspeling or grammar mistakes)

Solution
Optical fibre means that instead of putting an electrical current down a wire and changing that to send data (like DSL and cable), they send light down a piece of very fine somewhat bendy glass, changing the amount of light to send data.

You tend to be able to move more data with less interruptions, but it doesn't make a big difference to your ping.

However, it costs lots for an ISP to replace all their gear, so it tends to be a very big very publicised project when it happens.

Well yes, with fiber to the home internet service his service will be faster. His speed will still be limited to whatever the ISP provides him.

From his post it sounded like he was under the assumption that if he just changed the cables in his home to fiber instead of ethernet that it would make his internet faster.

Fiber is complete over kill in you case. Copper cable is fine.

Your money is better spent on upgrading to a faster Internet speed from the ISP. Hopefully you don't live in a location with crappy ISP's :).
