I really need help fixing my computer... please help

1: I want to update windows 8 to 8.1 but the store wont open... it just has the loading sign so i cant install it.

2: i want to play on a new game planetary annihilation but i cant for some reason so i try and update the AMD drivers. finally when they appear after downloading them off the internet, catalyst freezes when choosing either express or custom install. this means that i cannot update my drivers at all.

please can someone help me????

Use task manager to see what resources are being used when your machine is idling. e.g. CPU 3% Memory 28%. If usage of CPU is consistently high when idling see under processes what is using the CPU in particular.
Review startup items and if a high CPU user is initiated at startup ascertain from a net search if it is OK to stop it
