Solution

I saw a UFO on youtube... go figure.

Yes settings will affect power usage, if you are running a game requiring little GPU power then you'll pull little power from the wall, turning the settings down will affect it in this way, but it will use approximately all of the power all of the time on BF4.

On 'ULTRA' bf4 will get less than 42fps: http://www.anandtech.com/bench/GPU14/931

I always recommend things that could be future proof, lol. One day he will want to upgrade.

You'll be fine.settings dont' rely on that power supply (psu) but on that graphics card you bought.
Don't overclock though, just to be sure although you already mentioned that you wouldn't.

For sli/crossfire would you need to upgrade that psu and your motherboard should support it as well.Which motherboard do you have?
Also in the case of going for two gpu's would i just upgrade with another r9 270.

I don't care wat partpicker says about usage,i say that with the cx 430 you will be able to use a r9 270 with that cpu and the rest of your parts.

WITHOUT OVERCLOCKING!

Just to scream back at you.:D
