Does manufacturer affect gpu performance?

Im looking forward to buy a new gpu by nvidia,yesterday i saw the gtx 750 ti from gigabyte its 224 usd(in macedonia) and the gtx 750 ti from point of view which is 188 usd and i dont know what is the difference between this manufacturers and do the manufacturer affect the gpu performance as i saw on some forums people say evga is better that gigabyte blah blah so i wanna know if there is a difference

Pretty much manufactures of cards run at different clock speeds, with different coolers.
So if one company has a better cooler (MSI EVGA ASUS) they can run higher clock speeds without overheating, while also being simply higher quality.

Ive never heard of point of view, but looking at it, it seems pretty low quality with a low end cooler.
Get the gigabyte, it will run cooler, quieter, oc better, and last longer.

Okay then i will get the gigabyte one and 40 usd more isnt too much for better quality and better cooling cuz i am looking forward to overclock it a bit.Thanks for your advice :)
