A rule of thumb is the less cards you have , the less problems you will have.

two 290's would be a lot more than 3 760's. but if that's your choice then 2 290's. 3 way does not scale well, so you are getting diminishing returns.

The only time I would have two cards is if I already had one and a second was now cheap. It pays to spend a new budget on one big one.

If I were you, I would buy one 780 TI. It will perform nearly as well as 3 760's or two 290's, but it will consume less power, produce less heat, and you won't get any of the stuttering problems that you get with crossfire. Also, if you want to upgrade down the road, you can add another 780 TI in the future, which will smoke the three 760's or two 290's, and you'll will become outdated slower.

Personally I'd get a single 290- unless you want to game on trippler screens or at 4k a single 290 and handle pretty much anything max settings at 60+ fps. The 780ti is a bit faster, but it costs allot more.
