Please Help! Newbie build Not Turning On

I need some help figuring out why my build wont turn on, when I plug in my power supply, the video card turns on to indicate it is working. But my CPU fan isn't turning on at all, so its not fully booting. Anything is helpful. Thanks.

I checked, and I re-plugged my CPU power cable (which is a 2x4 cable from the SilverStone Strider Plus) Yet the fan still does nothing. Any ideas?

well, When I first plugged in my GPU, I pulled it out nice & easy. The second time (now) I cant pull the CPU fan, out of place...soo, yeah.
Edit: I realized GPU = video card. I can get that out. but the CPU fan is stuck for some reason now
 
Well when you put the fan in place you were suppose to push down on the 4 corner tabs and then turn them to lock it in. They should have arrows on them , to remove it(when and it you should need to), turn them the opposite way of the arrows. But yes the graphics card, sorry for using an acronym you weren't familiar with

Completely Understandable. But when I say the fan is stuck. I really mean it is. I tried turning both ways, but no success. I was able to move the CPU cable around the fan and into the slot, so it should still be ok though. other then that, nothing is different

Sorry, forgot my specifics. I meant the tabs to release the hold on the motherboard. the fan rotates just fine, it just wont remove
