I was looking into a budget Graphics Card $100 max and was looking into the R7 250x

and the MSI Radeon HD 7730

3rdchoice hd 7770 (but its refurbished, does that matter?)
http://www.newegg.ca/Product/Product.aspx?Item=N82E16814202107&AID=10657534&PID=3412597&nm_mc=AFC-C8JunctionCA&cm_mmc=AFC-C8JunctionCA-_-na-_-na-_-na
so theres a $20 difference. So thores are my choices, i think they would play Tera just fine. Would it be better if the graphics card maker matched with the motherboard or the cpu? I'll be running an Msi motherboard and a Amd Cpu
