Absurdly High Pagefile usage slowing down laptop

Hi all, recently these past two months my computer (most notably my browser, google chrome) has been slowing down immensely right after I exit resource intensive programs like video games for example. Some issues that would occur are:

1) When chrome is minimized and I restore it, it will restore but will show nothing but a black window for 15-30 seconds and will be completely unresponsive. After that time period passes, it will show my tabs but when I go to click them it will again be unresponsive and will be extremely slow for 5 minutes or more, forcing me to close chrome completely and re-open it to fix the issue

2) Prior to it slowing down, even when I was in a resource intensive game I could use chrome freely even if it had say 15 tabs open and it would be responsive with no issues at all. Now when in a game it will act like it does in issue #1 above, even with only one tab open

3) When checking resource monitor while chrome is acting up, my disk activity shoots up and is at 100% highest activity time, making my entire computer slow and unresponsive. The top process is shown to be chrome.exe C:/Pagefile.sys. Where I believe the pagefile is causing most of the problems

4) In addition, for many of the chrome.exe processes, the I/O priority for some reason is set to low. I checked my friend’s computers and all their chrome.exe processes are at normal. For some reason mine is set to low. I tried using programs such as process lasso to change the I/O process to normal but I don't think it helped

I have uninstalled chrome around five times, and each time I uninstall the problem is fixed, but it comes back shortly after and causes me all the same issues again. I have done full virus scans with Avast, Malwarebytes, TDSSKiller, and Windows defender, a boot time scan, and a CHKDSK in hopes of fixing the issues but all have failed. I have also tried to disable all my extensions with no luck. In addition, I have also done a full memtest86+ which found no problems.

If anyone can help me, that would be great!

I have 6GB (6144MB) ram (Dual-Channel DDR3), and my HDD is 465GB from Western Digital (WDC WD5000BEVT-22A0RT0 ATA SATA), with 69.3 GB free

My CPU is a quad-core AMD Phenom II X4 N970 as well.
