Help in getting the right monitor for my PC

I was planning to upgrade my monitor recently and was stuck with two options,

1) BenQ EW2440L - http://www.benq.com/product/monitor/EW2440L/
2) BenQ RL2455HM - http://www.benq.co.in/product/monitor/rl2455hm/

My rig:
Intel 3.4 Ghz i5 3570k processor
ASRock Z77 Pro4 Motherboard
MSI Nvidia GTX 660 GDDR5 2GB graphics card (OC Edition).
Corsair Vengeance (2 x 4) 8 GB 1600 MHz DDR3 PC RAM.
Corsair VS550 550 Watt PSU

My current monitor is Dell, i don't know the exact name, its 18.5 inches and resolution is 1600x900.

I upgraded my rig more than a year ago and i was planning to upgrade my monitor a year later, so now I am planning to take a step for it, please help me with this decision, I am a noob in monitors.

I use my monitor for Games mostly and for movies. However, I want don't want the picture quality to be sacrificed just for gaming. Please suggest a monitor which has good balance between picture quality and snappy performance. Please feel free to suggest a good monitors if you know other than these 2 i have mentioned.
My budget is around Rs.16000/- and i want a minimum of 23 inch monitor with 1080p resolution.

I really like BenQ EW2440L but am confused but am confused because its a VA pannel, i don't know anything about VA panel. So is VA panel better than TN panel overall? and does response time really matter a lot? i mean 1ms vs 4ms? The monitors i mentioned above are VA and TN, I know some stuff about TN that its very snappy and good for gaming but sacrifices picture quality.

refresh rate does matter, response time, no. As it is about input lag.

no noticeable difference between 1ms and 4ms. With a VA vs TN on top of that, the BenQ EW2440L is the best option.

Ya i know IPS are very good in color production and image quality than all of them but they are are slow in response time.
Oh thanks a lot I thought that VA are least preferred. I thought IPS>TN>VA.
But i still have one doubt, does response time play an significant role? I mean EW2440L has 4ms response time and RL2455HM has 1ms, will i notice any difference significantly?

Thanks a lot for your work and reply.
I have already specified that my max budget is Rs.16000/- so the ASUS one is completely out of question, its goes way out of budget.
The BenQ one is already in my shortlist, please read the description.
Anyways from this i can conclude that you recommend BenQ RL2455HM from those two. I will wait for some more recommendations. Thanks for your suggestion.

Yes I think the same.
I just have one more question, do response time and refresh rate matter much?? will they be of any good?
Especially difference between 1ms and 4ms response time?

Oh okay. Anyways I can't consider refresh rate into my purchases as such because all the 120Hz refresh rate monitors are out of my budget and they are all higher gaming monitors with TN panel.
Yes so I am fixed on this now. BenQ EW2440L it is!
