Newly Assembled System Wont Post

Built a New system... Config as follows
Mobo - MSI970-G46
CPU - AMD FX8320
GPU - MSI NVIDIA GTX-750 Ti 2GB OC eddition
RAM - CORSAIR VENGEANCE 4GB*2
PSU - CORSAIR VS650
HDD - SEGATE 1TB
ODD - ASUS DRW
CABINET - COOLMASTER HAF-912.

So after assembling this config up. It doesn't want to post. No beeps. Mobo LED is blinking on phase one. All the fans(3) run.No display. Also no power to the ODD. And the only way of shutting down the system is powering of the PSU. So far i have swapped memory sticks and slots and swapped SATA power cables no change. What am i doing wrong. Please help.

Thanks for the quick response. But i have tried most of the steps mentioned on the link you posted. Except for the the PSU troubleshooting. Would try to get a hold of a digital multimeter or at least take my PSU to a local electronics store and have it tested. But just curious if a bad PSU can power on the mobo and not the ODD?
 
You start a new build with the board outside the case, with only the processor (with cooler of course), memory, and the video card installed on the board. Hook up power, hook up the monitor. Power the board up and see if it will POST. If not, then you can limit the problem to what you have in front of you. If no problems, install the board in the case and try again.
