Low FPS in gta iv ?

Hi, i have GTA IV ( 1.0.7.0 original steam version ) with iCEnhancer 2.1 Final and i have low fps, why ?
Here's my spec :
Mobo : ASRock 970 PRO3 R2.0
CPU : FX-6300
GPU : Asus R9 270 DirectCU II
Memory : CMZ4GX3M1A1600C9 (1x4)
HDD : WD10EZEX

Cons29 is right i also have tried to run this game at the lowest settings but it still gives 26 fps.however you have maxed out your settings. try to decrease the resolution to get a bit good performance
