If you mean move the pre-installed Windows 8.1 from one PC to another, the answer is yes, but it won't activate unless you buy a new Product Key. Pre-installed, or OEM 'White Box' product keys are locked to the PC in which they were first installed.

i downloaded win embedded 8.1 from dreamspark but actually dont know what is an embedded system
 


Ah. I don't know, either! I assumed you were talking about Windows 8.1 with an embedded Product Key in BIOS.
I just read the information on Embedded Systems and I am none the wiser. I do know I don't have an Intelligent System, so it's of no use to me, looks like it applies on an industrial scale to Systems developed for a specific purpose.
Not for the average PC user!
