I use Raptr (AMD Gaming Evolved) to set optimal video settings which is pretty higher than every game's recommended values. Unfortunately, all installed high end games are not listed in the software and hence I have to put forth my own values in video settings of all non-listed. When I use recommended, the settings go either normal or low -> (especially the Saints Row IV). I can change it high but I don't know exactly what are all should be changed so that the game play will have neither lag nor stuttering. I use MSI R9 270X OC. Should I use any other third party software for auto-optimization or go trial by manual troubleshooting?

Hey, I'd like to start by saying Raptr sucks. The idea is great, yet the app has too many problems. Primary problem is that the settings sometimes are really off and work better to be inputted manually. The second is that it doesn't work for all games as you stated. And the third and worst it is a third party software. Now that is not only just another program pooping on your RAM, yet it affects CPU speeds and can conflict with lag. Now I got rid of the thing as it was of no use. I use my own settings. I suggest you do the same. ALWAYS REMEMBER the less programs you have running the more optimized your experience overall. You could find out about the settings (simply google what they mean). This is no amateur advice I have been in the...

Trust me when I tell you this, learning the definitions of each and checking out what each one does will greatly affect your gaming experience. Plus you will notice that there is a few factors that change FPS e.t.c.. Mostly being the res and the rendering distance. Knowledge is power my friend! Use it! Your brain is more capable than any program.
