Portable Hard Disk broken???

I have a Portable Hard Disk and yesterday,when I put the USB in my pc,the pc can't read it and the
Portable Hard Disk sent out the sound like' bi ' bi' bi' bi.Why?

The most probable reason is that this external drive does not have a separate AC adapter and relies on the power provided by the USB port. The USB puts out almost 3 watts (2.5 usually) and this may not be sufficient to run your external hard disk.

Try a different USB port; one at the rear of the computer (desktop), or try in a different computer.

Hard disk failures also produce "clicking" sounds, but let us look at the simpler options first.
