Looking for a fast HDD tool software

Hi,

I'm looking for a fast software, that can shrink a volume/partition, format and everything like that. I tryed shrinking my external HDD with 100GB, but after an hour, it got stuck on 44% shrunk... So basically, is there any software that is known for speed or something? :) Freeware or payware, doesnt matter.

This can also be caused by the drive being full and not having enough room to do the conversion/shrink.
