Asus R7 250 Low FPS?

I just upgraded to this card, and I do not know a whole lot about vid cards, just wanted something better than the 9500GT I was using for WoW since the new ex pack is coming out in the near future. Anyways. My system is:
Dell precision T5400
Dual Quad E5420 2.5ghz
64gb Ram
1.5tb
and When installed, the New card gets less FPS, WAY less FPS than the old 9500.
on the 9500gt, set on Good settings, I get around 35- 40 fps, with the new card, on high ( was told it would do Ultra just fine ) I get 7-12 fps, even when I put everything on the lowest settings, the most I was able to get it to was 31 fps.
What could be the issue? I was told I should get 50-70fps on ultra?
any suggestions would be appreciated, as I don't see where there would be an issue anywhere else.
oh yeah, the card is BRAND NEW, not a refurb or used card.

its actully better to fresh install windows when you swap out a main component like a gpu, if you swap vendors. reason being at boot time windows will try to load the nvidia base driver which is attached to the hardware abstraction layer. if you install a new vendors card windows will still try to load the old vendors hal which can result in lower than expected performance. even when you remove the drivers the hal is still there... so i would suggest you do a repair install of windows at the very least. before you start installing new drivers.
Yeah, both the Cpu and Gpu are more than enough for WoW. My wife has a rig that is more than beefy enough to run WoW, but contantly lags in certain areas due to poor internet connectivity. However, in a 25man raid she's just fine. Did anything else change when you did the upgrade like how you connect to the internet? Also, are you at the same resolution that you were before?
 
I used the disk that came with the card then updated to latest drivers from the website. nothing changed with the internet connection ( 75/35 FiOS), and all the Nvidia Drivers and software were removed before installing the new card. I did nothing different with my set up, Resolution the same at 1920x1200, just swapped one card for another.

Thanks for all the hints and ideas, but actually figured it out. My CPU/ board was dying / near death. After shutting down to reload Win 7, I got 234 light error code, have seen this before. Pulled all the RAM and got no beep code / error. So either the board or the CPU, either way, I have already purchased a replacement Precision, Identical specs. will set up this weekend and have another go at the Video card.
