My desktop spec :

Motherboard : Intel G43

If $50 is your limit, you will have to choose between the Nvidia GT 610 or the AMD HD 5450:

Those are the fastest you can get for $50. Marginal even for 720p. But if you save up a bit more, you can do better.
These are all good 720p cards and usually work well on 300W OEM PSUs:
