Most neighborhoods have some sort of community groups; also church organizations. Some grocery stores have bulletin boards for personal sale items.

There is also a classifieds section here at Tom's Hardware.

The used computer market is very inefficient because sellers do not know all buyers, and buyers do not know all sellers.
