Pin to start menu not showing up

I just upgraded to windows 8.1 and did all the updates. Whenever I Right click and app, the little bar that shows up (Pin to start menu, unistall, etc) isnt showing up, Does anyone know how to fix this?

I've had somewhat similar but not exactly the same situation due to weird monitor resolution.
On my monitor at work, in Firefox, the dropdown in the URL bar always works on one monitor, but only sometimes shows on the other monitor.
If I click on the place where a selection should be....it does it. It just does not display.

Maybe it didn't capture right, but I see no context menu.
And no, LMB and hold does not do it.

Some applications show more, some fewer choices on the context menu, but ALL I tried showed a Pin to Taskbar.

Shouldn't this be showing up when I right click?

I right click on Store, Game app and nothing. Just the check mark.

That's exactly what's not showing up. Any ideas why it isn't?

Thank you! I wouldn't have been able to figure out the problem if it wasn't for you.

It appears that the Windows Theme i installed cut off parts of the app tiles and glitched the context menu. I'm reverting back to my default window theme for now, but I'll be looking at more windows themes that offers white title bar text. Thanks USAFRet for all your help!
