GPU Won't Go Into High Performance Mode In Minecraft?

Hello, so I own a rig that has an r9 280x. It runs BF4 like a dream on ultra, but on minecraft I get less fps, believe it or not. I understand the game is bad but I play it with my little brother often. When I am running the game, my card is still on very low clock speeds, like 500 when it should be on 1100 (when it runs bf4). Is there a way I can manually set it to High Performance when it runs javaw.exe? I run mods on it like shaders, you may be familiar with it. So if you can help me out with my little problem that would be great! Thanks!

I would guess it's not your GPU causing issues, Minecraft shouldn't be that intense on your GPU. Have you made sure you have 64-bit java installed and enabled for Minecraft, and have you also tried dedicating more RAM?

I have don't this. Is there a way to set when the GPU goes into high performance mode?
