i have an old hard drive ready to be replace. on it resides my windows vista. i was wondering if i could buy a cloning device to switch it to a new hard drive before it fails. or would there be a better way of doing that. will it actually take. i never did this could use some help on this.

No need to buy a cloning device. There are a number of free options. All you need is another drive
CloneZilla, DriveImageXML, Macrium Reflect...

However...
1. Vista. You might want to think about a new OS. Vista is old AND crappy
2. This is probably a pretty old install, with a lot of old crap in it. Do you want to haul all that old crap over on to a brand new drive?

CloneZilla, and follow the directions.

You'll need a blank CD for the application, another drive to image to.
