Black Screen after installing new video card

I just got my first video card (HD 7950) and I am having an issue getting it installed correctly. Here's what Ive done...

1. Power Down PC
2. Unplug PSU
3. Install GPU onto motherboard
4. Plug in power connectors to GPU
5. Plug in PSU
6. Turn on PC

At this point, I can hear windows starting normally but my screen is black. If I turn off the PC and unplug the video card, everything works normally. These results are repeatable, I have been messing with this thing for over an hour to no avail.

A few notes:

1. I can't install the drivers because when I try to install catalyst I get an error message saying "Application Install: install package failure!". I'm guessing I'm supposed to plug in the video card THEN install catalyst but this is obviously not possible because of the black screen issue.

2. BIOS does not display when the black screen issue is present, it is simply a black screen 100% of the time whether the monitor is plugged into the GPU or the MOBO

2. PC Components are as follows:

MOBO: Biostar Hi-Fi B85S3+
CPU: Core i5 4570
GPU: Sapphire 7950 Boost Dual X
PSU: Antec Basiq BP500U (500w)
SSD: Kingston 120GB (I can get exact model if it matters)
OS: Win 7 Ultimate SP1

3. I tried disabling integrated graphics in BIOS and all that accomplished was getting a black screen with or without the video card installed. I reset CMOS and decided to come ask the pros before proceeding any further.

4. GPU is used off ebay but seller has 100% positive feedback so I don't think its the card. I have no way to test now, but will test the card in a friends PC in a few days if I can't get this sorted out before that.

Any help is appreciated.

I should also note that I followed these directions:

4. Turn on the computer
5. Click on start and type msconfig
6. Select the Boot tab and click on the box that says Safe boot with minimal selected.
7. Apply then click ok.
8. DO NOT RESTART.
9. Shut Down computer and unplug
10. Install Graphic card
11. Turn on the computer (should boot into safe mode)
12. Go into Device Manager
13. Expand Display Adapter
14. Disable the Intel(R) HD Graphics 4000 driver. (DO NOT UNINSTALL)
15. Click the start button and type msconfig
16. Unclick Safe boot
17. Restart

The computer will restart normally and will no longer get the black screen. See if that works for you. I didn't mess with any setting in the bios. I am assuming that having two graphic driver install don't like to play well with each other :)

-ASUS Motherboard P8Z77 pro
-RAM Patriot Viper 16GB
-Video Card Asus Nvidia GeForce GTX 660 DirectCU OC 2GB
-Processor Core i5 3570k

Turns out the card came DOA. Ah the wonders of ebay. Tried it in a friend's pc with same results.

Your power supplies might not be good enough. Infact.. I can almost bet that is the reason for both of yours, the 7950 requires at least a 550 watt Power supply to run.

According to the manufacturer site the 7950 that I had required a 500 psu with 2 6 pin pci-e connectors which is what I have. I realize not all 500 psu are equal but based on the label I should have been good to run the 7950 on my psu.

The issue was with the card though, my friend has a 750w psu and the card didn't work in his rig either. I have since returned the defective card and installed an r9 270 with zero issues.
