My last motherboard was faulty so I had to RMA it and go through the process of taking the thermal paste off my cpu and taking off my heatsink. I was wondering if I could just do a quick test boot without the thermal paste on my cpu to make sure everything worked well. I would only be doing this for a few minutes at most. Would this be too risky or would I be okay?
Short answer = No. It would not be safe. Thermal Paste is meant to fill in the microscopic imperfections on the CPU/GPU. In a perfect world we could have direct metal on metal contact between the CPU/GPU and HS. But this is not a perfect world and as such, thermal paste will ALWAYS be necessary!
If you don't have thermal paste on your CPU it can and will overheat within a few seconds. I would advise you to not to power on your PC/Mac until you get some kind of thermal paste on it.
When you apply the thermal paste, only put the size of a grain of rice and screw the HS back on. DO NOT SPREAD the thermal paste, the weight of the HS being clamped down will spread the thermal paste. And with normal use of the computer, the thermal paste will thin from the heat. If you have thermal paste running over the sides of your CPU/GPU then you have used WAY too much!
