Get 2 x 4 now, it will improve system speed and stability. New computers run Dual Channel memory, and although not required, I recommend 2 sticks for system stability.
500W should be fine. The 750 ti is a very low powered option though, and it seems to perform better...
It's OK, get a 2 x 4 RAM kit though. It's a dual channel motherboard, therefor you want two sticks of RAM to start.

For that small PSU, I recommend the 750 Ti instead of the AMD card.

No operating system? Or are you going to install Linux like a champ?

I already have windows 8.1 and I was planning on starting off with 4gb then upgrading to 8gb if necessary (most likely) And how about a 500watt PSU for the 260x?
