A Radeon R9-290 needs 31 amps on the 12 v rail and a 550 watt power supply and 2 PCIE power connections.

The EVGA 600B has 49 amps on the 12v rail and 2 - 6+2 PCIE power connections , so yes it can run your build with the 290.
