Try customizing your energy options so it-s set to maximun performance, you can also tweak your cpu directly from the bios so it runs all the time at the desired clock, also you can try to Oc it a bit if you wish

Don't do anything. If you are not using the CPU, there's no reason for it to be at full speed all the time. Saves power, generates less heat. It's a good feature.
