Post your build.

I'm especially interested in the motherboard and power supply - make sure you have all makes and models plus OS -per forum guideline

It's turbo boost at work, possibly with some help from the mobo, I wouldn't worry.

Look at the forum guideline on how to post a build. - every component make and model plus OS

Then download and run HWIFO - Sensors and post the results.

I have had issues like this sorry I did not read correctly. If you have the Turbo on Manual in the UEFI BIOS the default Number for the multiplier will go to 41, maybe 42 for an i7, You can set it to the stock 34 or 35 or put it on auto and see if than fixes it

Did you, by chance turn on the TPU switch on your Motherboard?......Also the turbo boost 2.0 on newer Intel CPUs can go a bot over the Stock Speeds. My i5 3570K hits over 3900MHz sometimes.

My thoughts as well, but by default Turbo Boost should only take it up to 3.9 on a single core. He has an Asus motherboard though and Asus has been known to toy around with the default Turbo Boost settings

I was going to guess at an asus mobo for precisely that reason, but there was an enquiry thread already underway that I was going to get run it's course so I stayed out of it.
