There are a few common causes:

1) The card is not seated in the PCIe slot properly

2) The card is not getting adequate power, either not connected or the PCU cannot support the GPU's power draw on the PCIe power connector's rail

3) If your motherboard has on-board video the BIOS may have defaulted back to is and is not activating the new card.

Check those, and if possible provide more details about your build. The mpore info we have the easier it is to help.
That's a weak effort at posting your build eg what make and model is your psu? Is it in a case? What monitor? Which R9 290. No OS? Have a look at the forum guidelines.

The more info you give us, the better we can help.

What port on your monitor are you plugging the 290 into? What port on the 290 are you using? Is your cable in good condition and fastened properly?

Did you make certain to plugin the additional 8 pin power adapters to the card?

Did you try removing it and reseating the card to make certain it is locked in?

May not be a bad idea to try it in another machine temporarily and see if the problem repeats there as well.
