Green and purple squares when booting PC

Hi guys!

So, about 2 weeks ago, I started getting some blue screens, I think it was because of my overclock, but after I fixed those BSOD problems, another problem popped up. When I turn on my PC, it boots normally until it's supposed to load the users, and where you can log into a user. Instead I get some green and purple dots across the screen, but if I wait, for about 10-15 seconds, the dots will disappear, and i can log into a user like nothing had happend. I tried reinstalling the graphics drivers, did it twice, but without a resault. Also runned Memtest and the Memory Diagnostics Tool, but there where 0 errors. Do you have any information about this problem, I searched google for this problem, but I could not find a thing.
By the way, I run windows 7 Home Premium.

Bonus question:
When I set down my CPU core voltage, boots the PC and runs Prime95, I instantly get the blue screens again. My CPU voltage is currently on 1.3500V and overclocked to 4.5GHz, but I think that the voltage is a bit over the top, and would like to have it on 1,25-1,3V.

Can you guys help me?

try to reduce the cpu overclock that should reduce cpu voltage also check your gpu in another system you may have gone to far in the overclock for it .
