Hi, I'm having a little trouble which barebone kit I should choose. Is there a difference between 3rd and 4th gen?

Edit: Which graphic card should I get on a $130 budget?

[With this I can get a decent $100 graphic card, but people are saying that the motherboard is bad on New Egg]

[The above Motherboard isn't good enough and/or 3rd gen i5? Also I will have to stay with Intel 4600 HD for quite a time.]

Depending on if you're planning to overclock (or would like to), I may have to disagree with Alec above.

The benefits of an overclockable CPU (the 3570K, as opposed to the 4570 in the other bundle), to me at least, make that the better choice. The better hard drive (based on recent reliability, I'll take WD over Seagate at the moment), larger capacity PSU, and lower price (after rebate, $100 less) make that 3570K bundle all the more sweet.
