Low Gpu usage in bf3

The title pretty much says it all.
I get low gpu usage in multiplayer mode it doesnt matter on what preset I play the fps difference is minimal and the and I'm lost. ( i play at ultra with fps from 28 to 60)
I'm running:
Amd Athlon x4 740 clocked at about 3.7ghz
R9 270
8gb of ram.

Are you using Vsync? If you are, disable it.

Gpu usage goes up to 80%-90% in menu when the match ends and i get 180-200fps

Probably a CPU bottleneck. You should also keep an eye on your temps (I recommend HWMonitor for this); Your CPU might be overheating a bit.

My cpu is on about 65C and the Gpu is on about 50.
What is the safe spot?

The GPU is OK, but the CPU is too high (I think). Try setting the clocks/voltages a bit lower so that the temps stay under 60C and then see how the game runs.
