Windows 7 High CPU Usage problem.

I just installed a clean copy of Windows 7 to my Dell desktop computer. It's been good for the past days, but yesterday I've been having problems with the CPU usage which is unreasonably high. So this is how it goes, once I open a program, I mean just notepad, the cpu usage goes to 100 percent. When I close notepad, the cpu usage transfers to another process, like my CCC.exe. When I close CCC.exe, the high cpu usage transfers to my explorer.exe. It's definitely a pain in the ***, especially when I'm playing my games. Thanks in advance to anyone who can help. I already ran the Microsoft Malicious File Removal tool and also scanned with various anti-virus such as Malwarebytes. I tried system recovery and still no avail. I also disabled the windows updates.

Powercolor ATI Radeon HD 5450
2GB RAM
System Model: Dell Optiplex 330
Processor: Intel Core DUO CPU E4600 @ 2.40 ghz
Direct X version: 11

I'll start by considering your drivers, have you updated all drivers - usually after a clean install, a lot of drivers are out of date. I'll suggest ensuring all drivers are up to date and all updates are completed (windows updates also), see if that doesn't calm your CPU down. It does sound some like a driver conflict but it could be a Super Nasty, something even hidden from malwarebytes like a bit-mining bot which can be so well integrated and concealed that a full OS reinstall is required to remove it

How about GPU usage? Are you monitoring that and is it abnormally high (would be a good indication of a bit-bot)? If it isn't high usage, I'm thinking it can't hurt to run Memtest86 and Seatools for DOS just to eliminate the memory and HDD as possible culprits. Also check your temps with CoreTemp or SpeedFan.

I think I may have found the culprit. I've opened one of the .exe files that has been causing the high cpu usage. I've downloaded autorunexterminator, by the way. So when I opened the file the autorunexterminator detects autorun.inf, it deletes it but it just comes back. And when I went to check my resource monitor and see the associated handles. I saw that a bunch of autorun.inf is associated with the exe file that I was opening, same goes with the other files. Sorry for the late reply. What can I do to completely remove this autorun.inf ?

I'm really thinking a complete OS re-install is the way to go here (and then avoid wherever you went after last install) at least that's what I would do. Also, before surfing anywhere, install one of the free anti-virus programs such as Microsoft Security Essentials (MSE) or Avast (they can't prevent all attacks but will help some)
