high gpu usage r9 280x

i currently have a 7970 crossfired with an r9280x both windforce cards.

i noticed that while playing football manager 2014 the r9280x was at 100% all the time during gameplay.

is this normal for this card for this type of game, i would expect this from a high demanding game but not fm2014.

i manged to sort the problem. i disable ulps and now my gpu is working correctly. before i disabled this my 2nd card was at constant 99% usage during any app, now everything is working as normal.
