If you have access to your router, you may find that your roommate has limited your access via the QOS or other bandwidth management features. Do you have access to the router? If not, you are stuck. Also, have you spoken to your roommate about any of this?

Then look at the QOS settings to see if any system has priority or if any systems have been limited.
It could simply be the type of things your roommate is doing (like streaming video) while you are gaming. This would affect your gaming experience negatively, for example.
