Both my video card and Windows wants to run my 60Hz TV at 75Hz and I have to keep on going to display settings to turn it down to 60Hz.
Is the 75Hz Windows and my Radeon HD 4800 want to use emulated? Is it safe to use without shortening the life of my TV?
(The 32" TV has a VGA input and is a cheap brand called Insignia [720p 6ms refresh rate])

it's ok to leave the settings as it is.

it only means that 75hz refresh rate can be achieved with a compatible tv/monitor.

What is the exact model Insignia? Perhaps you are not running at the correct resolution for that model.

Also, can you use HDMI or DVI instead of VGA?

Actually, I've switched video cards to a Twin Frozr and it doesn't try to switch from 1360 X 768 60Hz to 1360 X 768 75Hz. And yes, I am considering changing to HDMI mode.

I've switched video cards now, so although I thank you for your help, I'm no longer having this problem.

PS: When starting a program, my monitor/TV would display a message about being in some resolution @75Hz and when I checked my desktop display settings it would agree that I was in 75Hz mode. Now with my Twin Frozr 560ti although it too supports many different Hz modes it only uses the 60Hz ones.
