will a video card that requst 500 watt can work on 450 watt supply

As far as I can tell you have 2 18A 12v rails. Seems like you'd be fine for a single video card like the 7850 that uses a single PCI-E connector. As long as you don't use something like a molex ->PCI-E adapter or something I would think that should handle it fine.

It depends on the power supply. If it's high quality you're going to be fine. If it's a piece of junk then it really depends. It's not like the 7850 is a crazy high powered card, but that machine is probably going to be use around 260-280 watts or so. There are a few 450 watt supplies that would have trouble supplying that on their 12v lines since they were designed for older machines or are just poorly designed.
