I was until a while back looking to getting a HP Envy 17T with an i7-4800MQ processor, 16GB Ram and NVIDIA GT740M dedicated graphics. Figured I'd slap in an SSD and would keep it. Lately, I've realized it's considerably cheaper to build a desktop PC with matching specs. The extra cash I'd save and some more would let me get the Surface Pro as a secondary device.

I'll be using the desktop for After Effects primarily. What should I be looking for?

Here's what I recommend. The PSU is way overkill, but if you wanted to add more power intensive things, then the 750w will be enough. 2 TB of storage and a 250 gig ssd should be enough storage. Also, I put on a 770 in this, which is more powerful than the 760 and will handle everything you throw at it.
