Which build is better? (Budget gaming under 600$)

Heres two builds that ive made and i dont know which ones better. Im on a budget of under 600$, and iv never built a pc before however planning on it. If you know of any build better then these under 600$ please feel free to let me know.

Im looking to play wow pretty much maxed out at 1080p, does either of these build have that power? Thanks in advance.

The 2nd one is better because it has a much better motherboard.

The second one is better but I highly recommend still getting the Hyper Evo 212 and also get 8GB of ram. 4 is just too little.
