Unplug and make sure that all the cables are plugged in correctly/not loose. Specially the HDD, a cable might be loose leading to slower transfer rates/

I have had similar issues with my machine and the majority of the times if was due to lack of thermal paste. Meaning it had dried out. This, however, only happened after having gamed for a couple of hours.

Check your cables, hopefully, you installed the cpu correctly...Otherwise, you might be looking at a bad part.

1) what is your HDD model? it could be that your HDD is slow.
2) you only have 4GB of RAM, which could be contributing to your computer's slowness.

And if you just installed Windows not too long ago, it's likely that it's performing a lot of updates, you'll have to wait until the update cycle is done before you can judge just how fast or slow your computer is.
