cpu fan at 100% while at idle

cool n' quiet->auto
cpu temperatures->35 celcius(at idle) 50 celcius(full load)
i am using ZALMAN CNPS5X PERFORMA and for some reason it always runs at 100% (2800rpms)
any idea what could possibly cause this?

my system specs:
mobo:M3A790GXH/128M
cpu:AMD Phenom II x4(stock at 3.4ghz)
gpu:Ati Radeon HD5770
psu:THERMALTAKE 750 watt

It is possible that the fan has been configured to run like this. Perhaps in a program like speed fan. Try entering the bios and see if it still does it and if it does then it is probably a bios setting. If it doesn't then it is caused by a program in your OS.

Well yes the fan is plugged into the mobo...I also downloaded speedfan last night in order to reduce the speed to 50%.
Also Lan2u what do you mean? what should i see in the bios?

The point of going in the bios is that if you fan ( you should be able to hear it ) is really loud then you know it's a hardware thing/something in the bios. If it isn't loud however then you know it's a program on windows.

Ok so i entered the BIOS, and the fan was still running at 100%(with cool n' quiet option to auto and cpu quiet fan enabled). I think its a hardware issue. Should i go for a new motherboard or a new cpu (fan is brand new)?. Where do you think the problem is guys?

You will probably not need to replace anything. Try plugging the fan into a different CPU fan port if you have one.

Hm there is not other cpu fan port. Also i noticed that under the option cpu quiet fan(BIOS) there is an option "target cpu temperature" and an "target cpu fan speed" option. So i set the target temperature to 45C and the target cpu fan speed to level 1...well that worked but the problem now is that even if the cpu reach the targeted temperature, the fan speed will not be increased...the only thing i can think is that my mobo isnt any more capable of automatically controling the cpu fan

Do you have a fan controller? You could try using one which would probably fix it but you would need to change the speed manually
