Windows XP wont boot

I have the cd room and hard drive both installed and shows in bios. I installed the os on a different computer and I know it works. I set the pins to master pins for this computer and wont boot it. Any suggestions on what I should try or do?

When you mean won't boot what happens? Are there any beeps or lights on the motherboard?
Posting your build would also help.

you have to install the os on the computer you are going to use it on.you cant just put the hdd into another computer,install the os and have it work in another computer.

You should clean install or repair-install Windows XP on the computer it's going to stay on... this is because two different computer probably have different chipsets and need different device drivers (besides the Windows Hardware Abstraction Layer (HAL) which ties the OS to the computer. The Chipset is more important because it's needed to boot the computer, device drivers on the other hand can be installed by the Plug and Play service on the first boot.

Motherboard light turns and everything is functioning. I go to the bios setup and the hard drive and cd rom is being read. But when I go to boot up the hard drive, it says something like disklette 0 cannot be read. So then I tried to format the hard drive and install a fresh boot with a dvd and the dc/dvd rom wont even boot. I am doing this for a customer and I dont know what else to do.

The disquette has nothing to do with booting windows.. but it may be indication the boot sequence setting is wrong in the BIOS, fix this setting to boot from the CD/DVD drive, and next try a Repair-install of Windows XP or a format and new installation. One more clarification is you need a XP CD not a DVD (unless you have a copy of Windows XP on DVD) to install a fresh boot sector* on Windows XP.

*which is not the problem.

I have changed the bios around. The options in the bios are such as: C:// hard drive or cd rom. I go to boot from cd rom and says that something is missing. I can take a picture if needed.

It will probably be ntldr or ntoskernel or something of the sort but the issue is that the computer has different hardware and Windows works only on the computer it is installed on... you will need to repair install or do a clean install... you can't just install Window and move the hard drive to another computer and expect it to boot... the hardware would have to be identical (or close) for that to work.
