When game is demanding, FPS gets limited to 37.5 FPS

Hi.

When i run Wildstar with highest possible settings, the FPS does fluctuate below or above 37.5 FPS.
I run a i5-2400 @ 3.8GHz, GTX 770 and a 450W PSU. My guess is the PSU, but could it produce these symptoms?
It is rated 80 GOLD, but i would suspect that the PC shut down if the PSU wasn't powerful enough..
Did some testing and the voltages is within 5% of 12V, 3.3V and 5V..


Help please! :)
 
Solution
Definitely your PSU--that's not nearly enough to power your components. Upgrade to a solid 600w for plenty of OC headroom.

It *could* be the power supply, but 450w is enough to run an i5 and 770. Can you open up the case and get a model number, or UL certification number, or name or anything? If it's a good quality power supply, 450w is enough, assuming it has enough amps on the +12v rail available.

There's a slim chance it isn't your PSU, but most likely it is. The other causes could be too high/unstable overclock or overheating causing throttling, one thing to try is resetting your CPU to stock and see if you still get the FPS drops.

If you do still get them, time to get a new PSU :)
